All vehicles parked on campus or within Catawba College's Clery geography must be registered with the Office of Public Safety. All vehicles must display a valid, state-issued license plate in accordance with North Carolina law (NCGS 20-111).

Student Permits

Student permits follow the academic year:

• June 1 – May 31
  Returning students will need to re-register each year.

Important Notes

• 麻豆APPmay deny or revoke parking permits when necessary.
• Some permit holders may receive parking hang tags based on campus needs and peak times.
• If your vehicle does not yet have a permanent license plate, contact Public Safety to request a temporary permit. The temporary permit is valid until your permanent plate is installed.
• You may register up to five vehicles per permit, but only one registered vehicle may be on campus at a time. Additional vehicles on campus will be considered unpermitted.

Students must register their vehicle before parking on campus. Student parking is available in the following designated areas:

Commuter Students

• Shuford Stadium Lot (commuters only)

Resident Students

• Marked city street parking spaces
• Tennis court lots
• Behind the library
• Gravel lots at the softball field and field house
• Robertson College-Community Center (RCCC) parking lots, including the former commuter lot

Resident students are strongly encouraged to leave their vehicles parked and walk across campus rather than driving from building to building, unless an accessibility accommodation has been filed with the Office of Academic Accessibility.

Faculty and staff must register their vehicles with the Office of Public Safety. Faculty and staff parking areas may not be used by students unless specifically authorized by the Office of Public Safety.

Designated faculty and staff parking includes:

• Robertson College-Community Center parking areas
• Shuford Stadium Parking Lot, except during designated events
• Rear Shuford Science Building Parking Lot
• Faculty/Staff Circle serving Omwake-Dearborn Chapel, Shuford Science Building, and Corriher-Linn-Black Library
• Hoke Hall Lot behind the Information Technology Office
• Parking areas around the Abernethy Physical Education Center (Goodman Arena), Cannon Student Center, and the Beach Volleyball Court
• Bungalow Parking Area at 130 N. Park Drive, also available to residents assigned to that location
• Any additional area designated 麻豆APP

Visitors to 麻豆APPhave a few easy parking options:

• You may park in front of the Hedrick Building (2301 W Innes St, Salisbury, NC).
  → No registration required.
• If you’re attending an event, you can park in the designated event parking areas.
  → No registration required.

When Registration Is Required

Visitors who are on campus outside of an event or who plan to remain on campus for an extended period should register their vehicle for a free Visitor Parking Permit.

Registering your vehicle also allows the Office of Public Safety to contact you if your vehicle is damaged or needs to be moved.

Visitor vehicles can be registered through the parking system or by contacting Public Safety.

Residence Hall Visits

Visitors to residence halls should refer to the  for approved visiting hours.

麻豆APPfollows applicable state and federal accessibility requirements for campus parking, including North Carolina accessible parking regulations and Americans with Disabilities Act (ADA) accessibility requirements.

Individuals who need temporary parking accommodations may request assistance through the Office of Accessibility.

Public Safety also provides transportation assistance across campus for accessibility needs.

To request transportation by golf cart or vehicle, call 704.637.4000.

Important Notes

• Accessible parking permits and placards must comply with North Carolina law ().
• Public Safety may request verification of a vehicle's registration when there is reason to believe an accessible parking placard or registration plate does not belong to the vehicle operator, as outlined in NCGS 20-37.6(e)(2).

麻豆APPis committed to maintaining a safe, accessible, and well-managed campus environment. Because parking is a limited campus resource, all vehicle operators are expected to follow College parking regulations and use designated parking areas responsibly.

The Office of Public Safety is responsible for enforcing campus parking regulations, issuing citations, documenting violations, and maintaining parking enforcement records.

Parking regulations apply to students, faculty, staff, registered organizations, contractors, guests, and visitors operating or parking vehicles within Catawba College's Clery geography or on property owned, leased, or controlled by the College.

Parking enforcement is administered in accordance with applicable requirements, including:

• North Carolina Fire Code
• Americans with Disabilities Act (ADA) accessibility requirements
• Salisbury municipal parking ordinances
• 麻豆APPparking and vehicle registration requirements

The Salisbury Police Department may assist with matters involving public roadways, traffic safety concerns, or violations of applicable laws and ordinances.

General Parking Expectations

Please park with your front bumper facing into the parking space whenever possible.

This does not apply to:

• Parallel parking
• Emergency vehicles
• Active loading and unloading

Citation Penalties

Repeated violations may result in progressive enforcement, conduct intervention, suspension or revocation of parking privileges, and collection efforts for unpaid citations.

All parking citations must be paid or formally appealed within 14 calendar days of the date they are issued.

Paying a Citation

Parking citations should be paid through the College's .

Late Citations

If a citation is not paid or appealed within 14 calendar days:

• A $5 late fee per violation will be added.
• The right to appeal that citation will be waived.

Any citation balance that remains unpaid at the conclusion of an academic semester may be referred to a third-party collection agency for recovery.

The College reserves the right to use lawful methods to recover unpaid parking obligations while maintaining a student-centered approach to financial responsibility.

Appealing a Citation

You have 14 calendar days from the date the citation is issued to submit an appeal through the Parking Permit & Ticket Portal.

Once an appeal is submitted, the amount owed is paused while the citation is under review.

You will receive confirmation after submitting your appeal.

What Happens Next

Your appeal will be reviewed by the Parking Appeals Committee.

Possible outcomes may include:

• Citation upheld in full
• Partial dismissal of charges
• Citation dismissed or changed to a warning
• Reduced penalties

Important Notes About Appeals

• Each citation may be appealed only once.
• Include all relevant information and supporting documentation with your initial appeal.
• Your vehicle must be registered before your appeal is heard or the appeal may be denied.
• Decisions of the Parking Appeals Committee are final and cannot be appealed again.
• Any remaining balance after an appeal decision must be paid as directed by the College.

Parking Appeals Committee

The Parking Appeals Committee reviews disputed citations and represents members of the campus community.

When reviewing an appeal, the committee may consider:

• Date, time, and location of the violation
• Type of violation
• Photographs or other evidence
• The explanation submitted with the appeal
• Prior violations, when applicable
• Vehicle registration and permit status

The Office of Public Safety oversees scheduling and communications related to the appeals process.

麻豆APPuses a progressive enforcement process for repeated parking violations during an academic year. The goal is to encourage compliance with parking regulations before repeated violations result in more serious consequences.

Citation #1

• Parking citation issued.

Citation #2

• Parking citation issued.

Citation #3

• Parking citation issued.
• Vehicle may be immobilized.
• The vehicle operator must contact Public Safety for removal of the immobilization device.
• Public Safety will meet with the vehicle operator to review parking regulations and explain the consequences of additional violations.
• A formal warning will be issued documenting the potential consequences of continued violations.
• A parking conduct report will be completed.

The warning will explain that additional violations may result in referral to the Office of Student Conduct and possible suspension or revocation of campus parking privileges.

Citation #4

For students receiving a fourth citation during the academic year:

• Parking citation issued.
• Vehicle may be immobilized.
• The student must contact Public Safety for removal of the immobilization device.
• The existing parking conduct case will be updated.
• The matter will be referred to the Office of Student Conduct.
• A conduct hearing will be scheduled.
• A conduct outcome will be issued at the conclusion of the hearing process.

Citation #5

For students receiving a fifth citation during the academic year:

• Parking citation issued.
• Vehicle may be immobilized.
• The student must contact Public Safety for removal of the immobilization device.
• The existing conduct case will be updated and referred to the Office of Student Conduct.
• An additional conduct hearing will be conducted.
• The College will determine whether continued campus vehicle privileges are appropriate.
• Parking privileges may be suspended or revoked based on the circumstances and outcome of the review.

Possible Conduct Sanctions

Depending on the circumstances, sanctions for repeated parking violations may include:

• Payment of outstanding fines and fees
• Educational assignments
• Community service
• Probationary parking status
• Temporary suspension of parking privileges
• Permanent revocation of parking privileges

Conduct sanctions are determined based on the circumstances of the case by the Director of Student Conduct or designee.

麻豆APPmay use vehicle immobilization devices as part of its progressive parking enforcement process.

Beginning with a third parking citation during an academic year, a vehicle may be immobilized and the vehicle operator may be required to contact the Office of Public Safety before the device can be removed.

Vehicle immobilization may also accompany subsequent citations as outlined in the College's repeat-violation escalation process.

What to Expect

When a vehicle is immobilized:

• An approved physical or electronic immobilization device may be used.
• The enforcement action will be documented by Public Safety.
• The vehicle operator must contact Public Safety for removal.
• Public Safety may meet with the operator to review parking expectations and future consequences.

Important Notes

• Do not attempt to drive a vehicle while it is immobilized.
• Do not tamper with, damage, or forcibly remove an immobilization device.
• An operator who damages or forcibly removes a device may be responsible for its replacement cost.

Where Immobilization Applies

Vehicle immobilization is used on property owned, leased, or controlled 麻豆APP. It is not used 麻豆APP on city-maintained streets or roadways.

麻豆APPmay remove a vehicle from campus when circumstances require towing for safety, access, operational, or other legitimate institutional reasons.

The Office of Public Safety will make reasonable efforts to notify the vehicle owner when possible. Notification may not be possible when the vehicle is not properly registered or the operator cannot be identified.

Fees & Responsibility

• Towing and related charges are the responsibility of the vehicle owner or operator.
• 麻豆APPis not responsible for damage that may occur during the towing process.

Where Towing Applies

Public Safety does not tow vehicles from city-owned streets. Matters involving public roadways may be referred to the Salisbury Police Department or other appropriate authorities.

Vehicles May Be Towed If:

• The vehicle appears abandoned or inoperable for seven days or more.
• The operator is prohibited from being on campus.
• The vehicle is not properly registered under North Carolina law.
• The vehicle creates a safety or health concern.
• The vehicle blocks traffic or prevents other vehicles from moving.
• The vehicle is parked in a designated tow-away zone.

The Office of Public Safety reviews parking reservation requests as they are received.

• Requests to reserve an entire parking lot should be submitted by email at least 30 days in advance to allow adequate time for campus notification.
• Requests to reserve individual parking spaces should be submitted by email at least 7 days in advance, when possible.

All reservations are subject to parking availability at the time of the event.

For urgent parking needs, contact the Office of Public Safety at 704.637.4000. Public Safety will make every reasonable effort to assist, but parking availability cannot be guaranteed for last-minute requests.
